Tim Bain Smith Tim Bain Smith qualified at the Royal Naval Colleges at Dartmouth and Greenwich as a Royal Navy executive officer, specialising in deep and salvage diving, bomb disposal and explosive handling. He also served in the Torpedo and Anti-Submarine Branch. On further specialisation he was in charge of the Experimental Diving Unit, which was involved in deep sea diving research and the development of new techniques now used in the North Sea oil and gas fields, and in underwater detection systems. After three years' active service in the Far East he spent a year as a NATO staff officer involved in port, transport and exercise planning, retiring in 1970 with the rank of Lt. Commander.

He joined the patent profession in 1970. In 1985 he was appointed Chairman and Managing Director of Vital Europe, responsible for Group patents and licensing and UK business development in the Australian owned Vital Group, manufacturers of information technology hardware, laser vision systems and test equipment for civil engineering. At the same time he was a director of Turret Engineering Ltd., precision engineers, making test equipment for civil engineering and part owned by John Mowlem plc. As a result of this connection in 1989 he was invited by British Urban Developments to be a founder member of the Rail Europe Group which was responsible for the initial design and planning of one of the three schemes for the Channel Tunnel Rail Link.
